About

Bring local, regional, and global wealth opportunities to communities

That sentence is our mission, and it is deliberate. “Bring” positions us as the bridge that imports prosperity into a community — rather than asking residents to relocate, or asking the community to give up its talent.

Who we are

HUBZone Communities Alliance is a program of HUBZone Council, Inc., a nonprofit corporation organized under the laws of the State of Maryland and recognized as tax-exempt under Section 501(c)(3) of the Internal Revenue Code.

The organization was established to promote the Historically Underutilized Business Zone (HUBZone) Program and to provide education and assistance to program participants. Our work has since grown to span the full range of economic opportunity that can reach a distressed community.

What makes our approach different

We understand community development, diverse economic opportunity — federal contracting, global trade, agriculture, and manufacturing — and place-based economic development as a single integrated system for delivering wealth opportunities to economically distressed communities.

Most organizations do one of those three things well. Delivering real community wealth requires all three at once.

What we do

  • Develop community capacity across federal contracting, global trade, agricultural, and manufacturing sectors
  • Connect local talent with wealth-generating opportunities, without geographic displacement
  • Deliver economic opportunities directly to communities, regardless of primary industry
  • Amplify existing government community investment through integrated opportunity delivery
  • Measure community-level economic impact across six capital types
  • Facilitate technology-enabled access to opportunity
  • Maintain our charitable mission through subsidized programs for distressed communities

What we do

Five pillars of our work

1

Multi-Sector Community Development

Community-centered training programs across federal contracting, global trade, agriculture, and manufacturing that create career pathways inside economically distressed communities.

2

Strategic Partnership Development

Alliances with government entities, corporations, and economic development organizations that amplify investment already flowing into a community.

3

Technology Innovation

Platform development for community impact tracking, business readiness assessment, and partnership coordination across diverse economic opportunities.

4

Place-Based Economic Development

A community-centered approach that strengthens an entire distressed area rather than extracting its talent, whatever the primary economic sector.

5

Integrated Opportunity Delivery

Practical understanding of how federal contracting, global trade, agricultural development, and manufacturing opportunities can be delivered directly into a community.
